From what I've understood of your comment, I should research first the technologies with planet types colonization, then going into military research and try to get science and dust buildings too ? I think my biggest issue in this game is to prioritize technologies. Since hissho democracy opens multiple parties (my most common combination is Militarist, Industrialist, Religious), you want to recruit heroes based on these political alignments and assign them as senators. Captured planets should immediately build defenses, then improvements, then eventually ships. This is because hissho have a (homeland defense?) spell to boost their ground defense. Any planet you capture must immediately be thought off as your planet, and not a system that your opponent can recapture later. Last, planets that you capture, be it minor faction or major faction, must be put to use. Build military behemoths too because hissho have a higher behemoth cap. This includes bombers and fighters asap too. Since hissho are discouraged from retreating, equip your ships with both types of weapons and both types of defenses. This is somewhat offset by your law (-2 Keii/turn to +3 dust per pop) but you will need dust improvements too. As you can build so many ships at lower cost, dust to upkeep the ships is an issue. When you build ships, remember to build improvements which give ships extra initial EXP. You would want to unlock and build food improvements for your systems because you would be sacrificing population at every ritual, the bonuses are very powerful. This is to open up more laws which are quite powerful (-2 Keii/turn to +2 science per pop) (-2 Keii/turn to +3 dust per pop) (-15% ship industry cost).
Hissho being military-aligned will vote for militarists anyway. In the mid-game, I switch my government type to democracy asap. This opening will start your game with 4 or 5 systems which have all the planets colonised. Build 2 or 3 of these ships to conquer the minor faction you found. While your outpost are converted, customise your colony ships with 1 siege module (-25 manpower/turn) and 1 manpower quota increase. The cost to convert is minimally 10 Keii which is achieved not when the outpost is fully grown, but about 3 to 5 turns before the maximum growth is reached, so keep an eye out for this to save 3+ turns on your outposts. Your outpost can be converted into a colony at the cost of 10 Keii, this will cost you 20 Keii to convert two outposts (3/3 systems). Colonise all the possible planets, including those on your home system. This is useful because hissho do not have unhappiness from colonising ash or lava planets. This allows you to colonise any planet with 25% FIDS penalty. When your 1st election happens, set your political alignment to ecologist (dictatorship governance allows this). This means they don't suffer from expansion disapproval or conquering others' systems.
